Facing the Global South: Building a New International System by Yang Ping

“If you raise [the development of the BRI] to the strategic level, there are countries where … you will have to lose money and there are countries where you will be free to make money.”

How to respond to the growing political divide between China and the West marked by partial decoupling, security alliances, and the risk of sanctions, amongst other things, continues to be a major topic of discussion among China’s intellectual elite. As already evidenced in previous editions of this newsletter, opinions vary considerably. Those presented here so far have ranged from Da Wei (达巍) stressing the importance of preserving if not strengthening ties with the West and Shen Wei (沈伟) arguing in favor of reforming the WTO and building up a network of free trade agreements to Ye Hailin (叶海林) emphasizing the need for China to demonstrate its military might to demobilize U.S. allies and Lu Feng (路风) calling for self-reliance and greater assertiveness in the field of tech. A certain amount of overlap certainly exists among these perspectives but the differences are nonetheless striking.

Today’s edition of Sinification looks at a speech made last month by Yang Ping (杨平), head and editor-in-chief of the highly regarded Beijing Cultural Review (文化纵横, hereafter BCR). Yang is also director of the Longway Foundation (修远基金会) which publishes BCR. The foundation describes its publication as “the most influential magazine of intellectual thought and commentary in China” and sees itself as having a key role in helping shape the direction of intellectual debates in China (“议题的设置就是意识形态斗争成功的一半”). Indeed, BCR often republishes old articles at key junctures as so often highlighted by David Ownby’s wonderful Reading the China Dream.

The following are excerpts from an edited transcript of a speech by Yang made at an event hosted by Renmin University’s Chongyang Institute for Financial Studies, which was attended by China’s Vice-minister of foreign affairs Xie Feng (谢锋). In his speech, Yang advocates building a new international system led by countries in the Global South (which, of course, includes China) rather than the West. His ideas are not particularly novel but are nevertheless noteworthy in that they represent yet another viewpoint in the ongoing debate over how China should respond to the increasing tensions that characterize its relations with the U.S. and other Western countries. Next week, I will be sharing a somewhat longer piece that proposes a way of protecting China from the growing threat of Western sanctions.

Yang’s speech in a nutshell:

  • Capitalist politics” are no longer in line with “capitalist economics.” The former now undermines globalization, while the latter supports it.
  • Sanctions, export controls, friend-shoring and alliance-building are damaging the world economy and further alienating China from the current U.S.-led international order.
  • China must respond to this growing trend by building a “new type of international system” with other countries in the Global South.
  • BRI projects should be increasingly focused on achieving this goal and thus allow more room for loss-making endeavors.

Capitalist politics ≠ Capitalist economics

“Since 2022 and the Russo-Ukrainian conflict, our main focus and topic of discussion has been China’s construction of a new type of international system.

“The most important feature of today’s world is the beginning of a separation between capitalist politics and capitalist economics. The capitalist political order and the capitalist economic order do not support each other [any longer].

“We have witnessed two typical manifestations of the separation of politics and the economy and the impact of politics on the economy:

  1. The first is the conflict between Russia and Ukraine. The sanctions imposed on Russia by the United States and the West have reached unthinkable, abominable [令人发指] and unimaginable proportions. Under established international rules, it was understood that such sanctions could not possibly occur, but now they have. These include the fracturing of the financial system, the expropriation and seizure of Russian private assets and the freezing of Russian foreign exchange reserves. These are all abominable and unimaginable forms of confrontation. At the same time, the Russo-Ukrainian conflict has led to serious disruptions in global food and energy systems and supply chains, with massive food ‘shortages’ and soaring food prices, particularly in developing countries. Sanctions and political repression [政治打压] have severely disrupted the [world’s] economic order.
  2. The second is the conflict between the U.S. and China. Since the Trump era, the U.S. has been engaged in a trade war against China, mainly by raising tariffs. Basically, this was simply about balancing trade [with China] and used mainly economic means. But under Biden, it [has become] a war that mixes politics with economics. Biden’s strategy towards China can basically be summed up in just a few words: one, friend-shoring, [i.e.] only allowing friendly countries into [parts of] its supply chains; two, alliance politics, [i.e.] continuously forging an alliance system involving NATO, the European Union, Japan, AUKUS and the four Asia-Pacific countries [I assume he is referring to South Korea, Japan, New Zealand and Australia taking part for the first time in a NATO summit last year] and constantly opposing China [不断应对中国]; three, its so-called ‘precision strikes’, [i.e.] its radical crackdown on China’s high tech [industry], especially our chip industry.”

China is being pushed out of the U.S.-led international system

“The information I have seen so far is that the number of Chinese companies included in the U.S.’s ‘entity list’ has risen from 132 under Trump to over 530 now. The scope of such point-to-point [点对点] precision strikes is constantly expanding. With such a political impact on the economy, we can feel the [world’s] economic order being disrupted across the board. The world is moving inexorably in the direction of decoupling. The phenomenon of politics affecting the economy and the capitalist political order no longer upholding the capitalist economic order are extremely striking.

“In such a context, the challenges now facing China are extremely serious and varied. We have the pressures of dealing both with containment in the Indo-Pacific and with the U.S.-led politics of alliances across the world. More importantly and fundamentally China faces the strategic task of building a new type of international system [新型国际体系] … The existing Western-dominated international system used to be one in which we tried hard to blend [so as] to become one with it. During this process, we [sought to] absorb the West’s advanced technologies and management [practices] and thus complete our mission of industrialisation and modernization.

“But once you enter the existing international system, he [who is already inside] does not want to play with you, and even wants to drive you back out. He wants to divide both supply chains and the economic system into two parts [搞成两套] and desperately wants to contain and suppress you. This is not something that can be determined by your own subjective preferences. He has made up his mind: you have already become his ‘fated opponent’ [命定的对手]. He has to suppress you and drive you out of the existing system.”

Building a new international system with the Global South

“It is at this point that China is faced with the task of constructing a new type of international system that is not dominated by the West. In today’s so-called strategic quadrangle consisting of the U.S., Europe, Russia and China, how to construct such an international system appears particularly difficult [逼庂 literally means ‘narrow’ or ‘cramped’ rather than ‘difficult’].

“But if we look a little further south, we will find a vast number of developing countries, the Third World and the countries of the global South. They should be our strategy’s depth [我们的战略纵深]. That is to say, [we should] build a new type of international relations and a new type of international system that has strategic depth and in which China and the countries of the global South are jointly integrated. [This] is, in my view, an important strategic task for China’s international relations in the coming decades.”

BRI projects: Strategy trumps profitability

“For China today, especially for businesses and governments at all levels [within China] that are currently working hard to develop BRI trade, there is a very important point to which they should be alerted or reminded about: the development of the BRI has to go beyond mere business, beyond the general export of [China’s excess] production capacity, beyond the partial thinking of industry and the partial thinking at the regional level, or the simple economic way of thinking of business. The development of the BRI should be considered at the strategic level. That is, it should be included into China’s strategy when thinking about Africa, South America, Southeast Asia and Central Asia.

“If you raise [the development of the BRI] to the strategic level, there are countries where you won’t be able to make money and will have to lose money, and there are countries where you will be free to make money. You have to unite the two within your organic strategy.

“The strategic task of building a new type of international system is, in my view, a strategic proposition that Chinese think tanks and research institutes should pay very close attention to with regards to international relations.

Movies as a Parallel University: The Case of Romantic Imperialism

When we think of romantic imperialism, we think of Rudyard Kipling’s poems, Winston Churchill’s The River War and perhaps Teddy Roosevelt’s macho “strenuous life” romanticized militarism (which the neocons somewhat knowingly aped to get the U.S. to invade Iraq in 2003). We should also recall British movie classics like The Four Feathers and “deflationary” versions of these jingoistic notions in The Man Who Would be King. During the 1930s, the Hungarian brothers Alexander & Zoltan Korda created many classic empire-celebration films in London, such as 1935’s Sanders of the River.

The Nigerian writer Chinua Achebe’s attack on Joseph Conrad’s Heart of Darkness as a kind of toxic “othering” of all Africans is a culmination of these imperial and anti-imperial tendencies.

Lastly, Maupassant’s classic Bel-Ami represents Algeria as a “colonial badlands” for French domination, killing, despoiling, profiteering, and later culminates in Meursault’s random murder of an Arab again in Algeria in Camus’ classic The Stranger. This literary concatenation also fits into this set of colonial imperial phenomena.

Niall Ferguson (the famous Harvard/Stanfordempire enthusiast”) finds his forerunner in the 1940 classic movie Beyond Tomorrow. The following “row” takes place on Christmas Eve between Chadwick (the Niall Ferguson imperialist) and Melton who sees empire as land-grabbing which you can dress up and prettify any way you like (“a grab is a grab,” he says):

Allan Chadwick: I tell you England’s territorial expansion had quite a different significance.

George Melton: No matter how thin you slice it, a grab is a grab.

Allan Chadwick: Grab?

That’s a specious term. England carried civilization into the wilderness. What was Australia before she redeemed it from the Aborigines?

Allan Chadwick: The truth is there isn’t an acre of the Empire that isn’t proud to fly the British flag.

The quick irritated exchange from Beyond Tomorrow is a good example of this eternal argument, allowing you to then “jump off” from this movie-as-university to do more exploring.

About the Speakers

Dr. Anne Rimoin is a Professor of Epidemiology at the UCLA Fielding School of Public Health. She is the Gordon-Levin Endowed Chair in Infectious Diseases and Public Health. Dr. Rimoin is the director of the Center for Global and Immigrant Health and is an internationally recognized expert on emerging infections, global health, surveillance systems, and vaccination.

Rimoin has been working in the DRC since 2002, where she founded the UCLA-DRC Health Research and Training Program to train U.S. and Congolese epidemiologists to conduct high-impact infectious disease research in low-resource, logistically-complex settings.

Dr. Rimoin’s research focuses on emerging and vaccine-preventable diseases. It has led to fundamental understandings of the epidemiology of human monkeypox in post-eradication of smallpox, long-term immunity to Ebola virus in survivors and durability of immune response to Ebola virus vaccine in health workers in DRC. Her current research portfolio includes studies of COVID-19, Ebola, Marburg, Monkeypox and vaccine-preventable diseases of childhood.

Boghuma Kabisen Titanji (MD, MSc., DTM&H, PhD) is a Cameroonian born physician-scientist and Assistant Professor of Medicine at Emory University in Atlanta. She obtained her MD from the University of Yaoundé I in Cameroon and worked for two years after graduation as a medical officer, before pursuing post-graduate research training in London, United Kingdom. As an awardee of the prestigious Commonwealth Scholarship program, she obtained a Masters Degree in Tropical Medicine and International Health from the London School of Hygiene and Tropical Medicine, a diploma in Tropical Medicine and Hygiene from the Royal College of Physicians and a Ph.D. in Virology from University College London. Dr. Titanji joined Emory University School of Medicine in 2016 where she completed a residency in Internal Medicine, on the ABIM research pathway and a fellowship Infectious Diseases. She has three parallel career interests: translational and clinical research in HIV and emerging virus infections, science communication, and global health. Her clinical focus is general infectious diseases and people with HIV. Her current research focuses on chronic inflammation as a mediator of cardiovascular disease in people with HIV. She is passionate about leveraging translational research to improve the care of people with HIV, global health equity and using science to influence health policy through science communication and advocacy.

Jay K. Varma, MD is a Professor of Population Health Sciences and Director of the Cornell Center for Pandemic Prevention and Response at Weill Cornell Medicine. Dr. Varma is an expert on the prevention and control of diseases, having led epidemic responses, developed global and national policies, and led large-scale programs that have saved hundreds of thousands of lives in China, Southeast Asia, Africa, and the United States. After graduating magna cum laude with highest honors from Harvard, Dr. Varma completed medical school, internal medicine residency, and chief residency at the University of California, San Diego School of Medicine. From 2001-2021, he worked for the U.S. Centers for Disease Control and Prevention with postings in Atlanta, Thailand, China, Ethiopia, and New York City. From April 2020 – May 2021, he served as the principal scientific spokesperson and lead for New York City’s COVID-19 response. Dr. Varma has authored 143 scientific manuscripts, 13 essays, and one book.

Kai Kupferschmidt is a science journalist based in Berlin, Germany. He is a contributing correspondent for Science where he often covers infectious diseases. Kai received a diploma in molecular biomedicine from the University of Bonn, Germany and later visited the Berlin Journalism School. He has won several awards for his work, including the Journalism Prize of the German AIDS Foundation. Together with two colleagues he runs a podcast on global health called Pandemia [German]. He has also written two books, one about infectious diseases and one about the science of the color blue.

Krutika Kuppalli, MD, FIDSA is a Medical Officer for Emerging Zoonotic Diseases and Clinical Management in the Health Emergencies Program at the World Health Organization where she currently supports activities for the Monkeypox outbreak and COVID-19 pandemic. She completed her Internal Medicine residency and Infectious Diseases fellowship at Emory University, a Post-Doctoral Fellowship in Global Public Health at the University of California, San Diego and the Emerging Leader in Biosecurity Fellowship at the Johns Hopkins Center for Health Security. Dr. Kuppalli currently serves on the American Society of Tropical Medicine and Hygiene (ASTMH) Trainee Committee and is the Chair of the Infectious Diseases Society of America (IDSA) Global Health Committee.

Dr. Kuppalli was previously awarded the NIH Fogarty International Clinical Research Fellowship and conducted research in Southern India to understand barriers to care and how emerging infections impacted persons living with HIV/AIDS. She was the medical director of a large Ebola Treatment Unit in Sierra Leone during the 2014 West Africa Ebola outbreak, helped lead the development and implementation of pandemic response preparedness activities in resource limited settings, and has consulted on the development of therapeutics for emerging pathogens. Her clinical and research interests focus on health systems strengthening in resource limited settings, research and clinical care for emerging infections, outbreak preparedness and response, and policy. She has worked in numerous countries including Ethiopia, India, Sierra Leone, Uganda, and Haiti.

During the COVID-19 pandemic Dr. Kuppalli served as a consultant for the San Francisco Department of Health and helped develop and operationalize a field hospital. She served as an expert witness to the U.S. Congress, Financial Services Committee Task Force on Artificial Intelligence (AI) about how digital technologies may be leveraged for exposure notification and contact tracing to improve the pandemic response. She also collaborated with the Brennan Center for Justice to develop guidelines to inform “Healthy in-person Voting” in advance of the 2020 U.S. election and testified before the U.S. House Select Subcommittee regarding these recommendations. Prior to her position at WHO, she was the medical lead for COVID-19 vaccine rollout at the Medical University of South Carolina (MUSC) and helped coordinate vaccine education events for the staff and community and oversaw the reporting of adverse vaccine events.

Since joining WHO in August 2021, Dr. Kuppalli has been part of the WHO headquarters incident management team (IMST) for COVID-19, the clinical characterization and management working group for COVID-19, the COVID-19 therapeutics steering committee, and is the technical focal point for the post COVID-19 condition (Long COVID) steering committee. She is a member of the secretariat on the scientific advisory group on the origins of emerging and re-emerging infectious diseases (SAGO) which was convened by the Director General to understand and investigate the origins of SARS-CoV-2 and other novel pathogens. More recently since the development of the multi-country monkeypox outbreak she has been part of the IMST at WHO as one of the clinical management focal points. In this capacity she was part of the WHO core group that helped write the recently published Clinical Management and Infection Prevention and Control guidelines for Monkeypox and advising on the clinical endpoints for the global CORE therapeutics protocol.

Dr. Kuppalli is recognized as a scientific expert in global health, biosecurity and outbreak response. She was recognized by NPR Source of The Week early in the pandemic as an expert to follow and named to Elemental’s 50 Experts to Trust in a Pandemic. She has been a frequent contributor to numerous domestic and international media outlets including The New York Times, NPR, Reuters, The Washington Post, Vox, Stat News, San Francisco Chronicle, Forbes, NBC Bay Area, BBC News.

China’s High-Level Equilibrium Trap as a Concept

The Pattern of the Chinese Past

The 1973 classic work in Sinology, Mark Elvin’s The Pattern of the Chinese Past gives the student an “exemplum” in the kind of scholarship that might be called “pattern-seeking.” Without such attempts, all of history becomes formless and shapeless and an endless parade of “routs and rallies,” and “crimes and follies and misfortunes” (in Edward Gibbon’s catchphrase).

Professor Elvin renders Chinese history through an economic perspective instead of using the common dynastic classification by attempting to answer three questions:

  1. What contributed to the continuity of the Chinese empire?
  2. Why was the Chinese economy the most advanced in the world from the Song dynasty (960-1279) up until the latter half of the Qing dynasty (mid-1800s)?
  3. Why did China fail to maintain her technological advantage after the mid-fourteenth century while advancing economically?

In the first section of the book, the author elucidates the staying power of the Chinese empire was due to the following factors. The economics of defense in relation to the size of empire and the power of its neighbors never became an extreme burden that it rendered the state impotent for any consecutively long period of time. It was always able to reformulate itself after a short disunity or rule by a foreign power of the whole, which only happened twice within a two thousand year period (Mongol and Manchu rule). Two other factors that contributed to the continuity of the Chinese state include a relatively isolated existence from the rest of the Eurasian landmass and the important placed on cultural unity, beginning with the first emperor’s destruction of local records in order to quell local loyalties (pp. 21-22). Both of these factors had been built up over time through a revolution in communication and transportation.

The second section of the book analyses the causes of the economic revolution that occurred between the 8th and 12th centuries and the technological growth that accompanied it. The transformation of agriculture, especially in the south, was the major impetus that fueled the economic growth of this period. This revolution in agriculture had four aspects.

  1. The preparation of soil became more effective as a result of improved or new tools and the extensive use of manure and lime as fertilizer.
  2. Seed improvements allowed for double cropping.
  3. Improvements in hydraulic techniques and irrigation networks.
  4. Specialization in crops other than basic food grains (p.118).

Improvements in transportation and communications were almost as important as agriculture in growing the economy. Water transport saw big gains and led to the golden age of geographic studies and cartography, with envoys traveling as far away as Africa. Money and credit matured during this time helping to expand the economy. Paper money made its first appearance in 1024. Improvements in science, medicine, and technology also occurred during this period. However, despite all these advancements, “this period was the climax and also the end of many preceding centuries of scientific and technical progress” (p. 179). Although the Chinese economy continued to advance from the 14th century on, albeit on a smaller scale, it was not accompanied by improvements in technology.

The last section deals with this phenomenon, describing the distinctive characteristics of this late traditional period (1300-1800), and then proceeding to point out why technological advancements did not keep pace with the growth in the economy. This period sees a rise of small market towns in the sixteenth century and a decline in contact with the non-Chinese world around the middle of the fifteenth century. Also, by the eighteenth century serfdom disappeared, aiding population growth, which had reached 400 million by the mid-1800s. Elvin interestingly points out that the highly sophisticated metaphysics that evaded Chinese intellectual thought during the Ming and Qing dynasties negated any deep scientific inquiry (p. 233). In the attempt to explain the lack of technological advancement, Elvin disputes a number of conventional explanations. Contrary to popular belief, there was enough capital during this period to finance simple technological advances, also there was minimal political obstacles to economic growth.

In short, Elvin believes “that in late traditional China economic forces developed in such a way as to make profitable invention more and more difficult. With falling surplus in agriculture, and so falling per capita income and per capita demand, with cheapening labor but increasingly expensive resources and capital, with farming and transport technologies so good that no simple improvements could be made, rational strategy for peasants and merchants alike tended in the direction not so much of labor-saving machinery as of economizing on resources and fixed capital. Huge but nearly static markets created no bottlenecks in the production system that might have prompted creativity” (p. 314). This condition is what he terms as a “high-level equilibrium trap.” The term “trap” to describe the condition of late imperial China’s technological advancement in relation to the economy is similar to Escape from Predicament, Thomas Metzger’s analysis of the “predicament” that confronted Chinese intellectual thought from the Song through to the end of the Qing dynasty. Both explanations have at their core the idea of late imperial China not being able to generate real sustainable progress internally, stating that it was the Chinese response to the Western threat in the mid to late 1800s that finally brought the needed change.

Education and the “Knowability” Problem

There was a wonderful PBS Nature episode in 2006 called “The Queen of Trees” [full video, YouTube] which went into details about the survival strategy and rhythms and interactions with the environment of one tree in Africa and all the complexities this involves:

This Nature episode explores the evolution of a fig tree in Africa and its only pollinator, the fig wasp. This film takes us through a journey of intertwining relationships. It shows how the fig (queen) tree is life sustaining for an entire range of species, from plants, to insects, to other animals and even mammals. These other species are in turn life-sustaining to the fig tree itself. It could not survive without the interaction of all these different creatures and the various functions they perform. This is one of the single greatest documented (on video) examples of the wonders of our natural world; the intricacies involved for survival and ensuring the perpetual existence of species.

It shows us how fragile the balance is between survival and extinction.

One can begin to see that the tree/animal/bacteria/season/roots/climate interaction is highly complex and not quite fully understood to this day.

The fact that one tree yields new information every time we probe into it gives you a “meta” (i.e., meta-intelligent) clue that final theories of the cosmos and fully unified theories of physics will be elusive at best and unreachable at worst. If one can hardly pin down the workings of a single tree, does it sound plausible that “everything that is” from the electron to galaxy clusters to multiverses will be captured by an equation? The objective answer has to be: not particularly.

Think of the quest of the great unifiers like the great philosopherphysicist Hermann Weyl (died in 1955, like Einstein):

Since the 19th century, some physicists, notably Albert Einstein, have attempted to develop a single theoretical framework that can account for all the fundamental forces of nature–a unified field theory. Classical unified field theories are attempts to create a unified field theory based on classical physics. In particular, unification of gravitation and electromagnetism was actively pursued by several physicists and mathematicians in the years between the two World Wars. This work spurred the purely mathematical development of differential geometry.

Hermann Klaus Hugo Weyl (9 November, 1885 – 8 December, 1955) was a German mathematician, theoretical physicist and philosopher. Although much of his working life was spent in Zürich, Switzerland and then Princeton, New Jersey, he is associated with the University of Göttingen tradition of mathematics, represented by David Hilbert and Hermann Minkowski.

His research has had major significance for theoretical physics as well as purely mathematical disciplines including number theory. He was one of the most influential mathematicians of the twentieth century, and an important member of the Institute for Advanced Study during its early years.

Weyl published technical and some general works on space, time, matter, philosophy, logic, symmetry and the history of mathematics. He was one of the first to conceive of combining general relativity with the laws of electromagnetism. While no mathematician of his generation aspired to the “universalism” of Henri Poincaré or Hilbert, Weyl came as close as anyone.

Weyl is quoted as saying:

“I am bold enough to believe that the whole of physical phenomena may be derived from one single universal world-law of the greatest mathematical simplicity.”

This reminds one of Stephen Hawking’s credo that he repeated often and without wavering, that the rational human mind would soon understand “the mind of God.”

This WeylHawkingEinstein program of “knowing the mind of God” via a world-equation seems both extremely charming and beautiful, as a human quest, but potentially mono-maniacal à la Captain Ahab in Moby-Dick. The reason that only Ishmael survives the sinking of the ship, the Pequod, is that he has become non-monomaniacal and accepts the variegatedness of the world and thus achieves a more moderate view of human existence and its limits. “The Whiteness of the Whale” chapter in the novel gives you Melville’s sense (from 1851) of the unknowability of some final world-reality or world-theory or world-equation.

What We Mean by “Towards a Composite Understanding of Education”

(MI slogan, motto or catchphrase)

Let’s be concrete and start with the title of the classic 1978 book by the Princeton professor and 1979 Nobel Prize winner, Sir Arthur Lewis, Growth and Fluctuations, 1870-1913 (introduced in the previous essay on “Looking Backwards and Forwards at the Same Time”).

Notice the following other dimensions that have to be included to “compositize” our understanding:

  1. The period 1870-1913/4 is called Globalization I by economic historians. Globalization in this view is not about Marco Polo, but the rise of world prices, such as for wheat.

  2. Paul Kennedy (Yale), who is known for his Rise and Fall of the Great Powers classic, wrote a tighter book called The Rise of the Anglo-German Antagonism, 1860-1914 (1980), described as follows:

    “This book gives an account of the rivalry between Great Britain and Germany in the period leading to the First World War. It gives readers a thorough comparison of the two societies, their political cultures, economies, party politics, courts, the role of the press and pressure groups, and so on. …”

  3. The first treaty between a European power and an Asian country was signed in 1902, “The Anglo-Japanese Alliance.”

    “In this book, Professor Nish deals with one of the most important aspects of far eastern politics in the critical period between 1894 and 1907. His object is to demonstrate how Britain and Japan, at first separately and later jointly, reacted to Russian encroachments in China and east Asia; he is concerned also with the policies of the other European powers and of the U.S., to whose hostility towards the Anglo-Japanese alliance after 1905 Britain showed…”

  4. The first defeat of a European by an Asian nation (i.e., the Russo-Japanese War, 1904-5). The famous Indian writer Pankaj Mishra wrote a recent book on this, showing how this defeat of a European country sent shock waves through the world and especially through the anti-colonial movements of Asia and Africa

  5. Partition of Africa:

    “Between 1870 and 1914 the whole of Africa, apart from one or two small areas, was partitioned by the European powers.”

    (David Thomson, England in the Nineteenth Century, 1815-1914, 1978, Penguin Books, page 203)

  6. Rise of Suburbia:

    “The 1890s saw the coming of the first electric trams, the first “tubes,” and the first motor-cars. By 1914, almost any provincial city of any size had its electric trams, mostly under municipal control, and London had its buses and underground (i.e., subway). “These changes in urban transport created suburbia.”

In other words, the world itself is a crisscrossing composite of processes at different scales.

We have growth and fluctuations, the partition of Africa, suburbanization, Anglo-German tensions, techno-revolutions (including those in urban transport), interacting with Globalization I.

All of this culminated in the “guns of August” (i.e., World War I).

We are downstream from World War I, what the Germans call the “Urkatastrophe” (i.e., original calamity), and its reincarnation in World War II and its progeny, the Cold War.

The more you can “compositize” the elements of this “historical matrix,” the deeper your MetaIntelligence will be. Hence the catchphrase for the MI site:

Education and the Problems of Intellectual Fashions

One of our tasks is to avoid “captive mind” syndrome. A key ingredient in this is avoiding being “vacuumed up” in group mental pressures of the moment. Here’s an example:

Think back to the movie 2001: A Space Odyssey, the Kubrick classic from the sixties.

Why is it structured the way it is? The “killer ape” discovers the use of skeletal remains as weapons for killing and a bone flies out of his grasp and becomes the spaceship with Keir Dullea and HAL 9000 (the computer), and the monolith and the space “Mysticism” of Kubrick/Arthur C. Clarke.

All of this comes out of Robert Ardrey’s best seller African Genesis from 1961 which obsessed Kubrick. (Ardrey wrote many famous anthropology books such as The Territorial Imperative).

It starts, “Not in innocence or in Asia was mankind born.”

The “not in innocence” refers to the killer-ape aspect of man: man is a talking murderous ape, according to this view.

Not in Asia refers to Africa as “cradle of humanity,” hence “not in Asia.”

All of this Robert Ardrey mental fashion imbued Kubrick and the movie. It comes out of Ardrey’s encounter with Raymond Dart of Witwatersrand University who argued that fossils of early man show signs of blunt force trauma (such as the find, Taung Child) and this indicates that man is basically a kind of killer by nature. This confirmed Dart’s experience as a medic in World War I, where he was traumatized by all the brutality. From 1925 and Dart’s announcements from Africa, these beliefs began to infect all thinking worldwide and the writer Robert Ardrey was the “Saint Paul” of these beliefs with Dart as the origin.

By the time one gets to Arthur C. Clarke/Stanley Kubrick and the movie 2001, this “mindset” (i.e., Dart/Ardrey/World War I/killer ape view) tyrannizes the atmosphere worldwide.

All of these beliefs were refuted later but at the time it was most difficult to fend off this “vacuum cleaner” of intellectual atmosphere.

Thus a task of education is realizing the rigid “pre-shaping” of the mind that can easily sweep one along since one is semi-blind to the very existence of such a “Zeitgeist bullying” and its grip on our intellectual “invisible axioms.”

Competition Issues in India’s Mobile Handset Industry

Mobile phones have been the key to India’s technology revolution. India is the second largest mobile phone market globally, next only to China. At the end of 2018, the estimated number of smart phone users in India was 337 million, compared to 2.53 billion users worldwide. One would imagine that the exponential increase in cheaper smart phone models would displace the market for feature phones; to the contrary, feature phones continue to dominate the Indian market. While smart phone and feature phone shipments in 2018 Q3 were about the same, a comparison of growth rates shows that both phablets (large screen smartphones) and regular smartphones eclipse feature phones.

Exploring Trade and Investment Opportunities between India and Select African and Asian Economies

(Anirudh Shingal, Neha Gupta, Minakshee Das, Akshaya Aggarwal and Varsha Jain)

Using descriptive statistical analysis, this study examines trade and investment opportunities between India and 41 African and Asian economies (mostly LDCs) by focusing on the latter’s export opportunities in the Indian market and on India’s investment opportunities in the selected countries. It also discusses barriers to realizing the identified trade and investment opportunities between India and the selected economies, based on a review of the existing literature.

Financing Resilience against Natural Disasters

Disaster Risk Resilience can be interpreted as global policies working for improving disaster risk reduction. The Sendai Framework for Disaster Risk Reduction is the guiding principle for efforts to improve resilience worldwide. This report links the global efforts for disaster risk reduction with resilient infrastructure. The report analyses the applicability of popular instruments for emerging economies, the role of the private sector, and challenges to implementation of resilience framework. It maps the evolution and status of disaster risk financing in India.

ICANN 66 Pre-Meeting Briefing

ICRIER hosted the ICANN 66 Pre-Meeting Briefing on 18th October 2019 for its Indian stakeholders. This edition of the Pre-Meeting Briefing looked closely at the developments between ICANN 65 and ICANN 66 and highlighted some of the key policy discussions currently underway at ICANN. The event witnessed participation from various stakeholders from India, including representatives from the Ministry of Electronics & Information Technology (MeitY), National Internet Exchange of India (‘.in’ registry) along with Indian representatives active in various policy development processes at ICANN. ICANN 65 was held in Montreal, Canada, between 2-7 November 2019. ICRIER will also be hosting the ICANN 66 Readout during the first week of December 2019 to highlight some of the key takeaways from ICANN 66.

Essay 1: Unnoticed Dimensions of Knowledge

Let’s “get down to cases” right now:

  1. You learn decimals and fractions in school. You see that 1/2 can be written as 0.5 or 0.50 or with as many zeros as you like. That seems “clean.”

But 1/3 is equal to something more complex (i.e., 0.3 recurring or repeating, like 0.3333 and so on infinitely).  If you divide 1 by three you keep getting three.

Imagine you want to experiment a bit, and multiply the fraction 1/3 by three and the 0.3 recurring by three, thus not affecting things since you’re doing the same thing to both sides of the equation.

You get:  1 = 0.9 recurring or repeating.

You’re suddenly puzzled: How can 1 be obtained by adding “slices of 9 fractions” (i.e., 9/10 + 9/100 + 9/1000) to infinity. How do you get to the end? What end? 

It turns out that it’s not that simple to get a grip on all this.  A person who allowed themselves to become fascinated by this specific conundrum would enter a “beautiful ocean” of mathematics beginning with so elementary a phenomenon.

This shows you a deep connection between a part (e.g., the fraction and decimal 1/3 and 0.3 recurring) and the wider world or domain or universe of numbers.

How can it be that such a simple elementary “thing” becomes so intricate, deep and elusive?

  1. Let’s jump over to an entirely different kind of example. Think of Dinesen’s novel Out of Africa. Remember the movie with Meryl Streep and Robert Redford.

Suppose you turn the movie “inside out” and “upside down” and ask: is this movie about coffee and coffee bushes, coffee markets and coffee growing, in a colonial context?  The coffee plantation is near Nairobi (today’s Kenya) and involves plantation economics, colonial relations with Kikuyu peoples, German-British colonial tensions around World War I.

Suppose I take the “backstory” and make that the “frontstory”.

The story of “economic botany” (coffee growing is one case) and colonial tensions between and among Europeans as well as Europeans and Africans is the deeper and larger story while the “musical beds” of the Westerners is a colorful footnote.   

We have the perennial question of “parts and wholes” which is one theme of this book.       

  1. Why does science “orbit” some numbers such as π (pi) (i.e., 22/7)?

You learn in school that there’s a ratio called π (pi) which is 22/7. Think of π (pi) as some kind of essence of circularity. Remember πr2 and 2πr in grade school.

Why does it keep appearing in almost every equation of physics? Why would “circleness” “haunt” science and math? Probability and statistical theory are dependent on π (pi) as a variable. Why?

This is an example of this quest for connectedness.
