Movies and the World as an Arena of Violent Domination and Global Looting

The classic Warner Brothers swashbuckler, The Sea Hawk, from 1940, within its romantic adventures and intricate swordfights (perhaps comparable to the car chases of later movies) is a partly historical, partly fictional version of a world built on imperial struggles and ransacking and despoiling. The hegemonic power in the West (and perhaps worldwide) is Spain. Phillip II the king-emperor wants to own and dominate and rule the whole world. In 1588, his Spanish Armada loses to England. (The British of course want to compare this to the Battle of Britain against the German Luftwaffe.)

Set in 1585, The Sea Hawk opens with King Philip II of Spain plotting world domination, laughing that all world maps will soon read simply “Spain” — once England is out of the way, of course.

The Spanish ambassador departs for England to escort his niece to Queen Elizabeth’s court, but in a spectacular sea battle, the Spanish galley is soundly damaged, boarded, raided and sunk by a group of pirates led by Captain Geoffrey Thorpe, a Sir Walter Raleigh stand-in played by Erroll Flynn. Thorpe rescues the galley slaves — they row the boat — and spares the crew, taking them aboard and delivering them to England. The jewels and other bounty (or a portion thereof) are a gift to the Queen.

His crew is part of a noble privateer coalition — the Sea Hawks — who justify their piracy as reclamation of English goods (and enslaved sailors) from the Spanish behemoth. The political fallout from Thorpe’s abduction of the ambassador forces Elizabeth to outlaw the Sea Hawks, including an official denial (and private approval) of his mission to Panama to steal a shipment of Aztec gold.

Inca gold is also mentioned in the movie as a target of robbing.

Sir John Hawkins (1532–1595), part of this group of global sailor-pirates and master-mariners, was one of the most notable sailors and naval commanders of the sixteenth century.

He is known for his pivotal role in the maritime history of England and the rise of the global slave trade.

John Hawkins, the son of a merchant, was born in Plymouth in 1532. He became a sea captain and in 1562 became the first Englishman to start capturing people in Sierra Leone and selling them as slaves to Spanish settlers in the Caribbean. (Notice that selling slaves does not discriminate against Spaniards even with Phillip II threatening England. Business is business.)

Stealing Aztec gold as part of colonial or imperial plundering and the slave trade were part of the dark side of history, something the standard history books “skate over” dishonestly.

A key scene between the Spanish aristocratic beauty and Captain Thorpe:

Doña María Álvarez de Córdoba: “I’m not in the habit of conversing with thieves. I thought I made that quite clear, Captain Thorpe.”

Captain Geoffrey Thorpe: “Why, yes, all except your definition. Tell me, is a thief an Englishman who steals?”

Doña María Álvarez de Córdoba: “It’s anybody who steals… whether it’s piracy or robbing women.”

Captain Geoffrey Thorpe: “Oh, I see. I’ve been admiring some of the jewels we found in your chest… particularly the wrought gold. It’s Aztec, isn’t it? I wonder just how those Indians were persuaded to part with it.”

The Sea Hawk (1940)

Donald Trump continues this tradition of looting when he says of Iraq’s oil:

“Think of it as our oil under their sand.”

Thus the whole world is an arena where the weak don’t have any property rights: not the oil or gold, not themselves (slavery) and not their country (colonialism).

This exploitative hierarchy and “world-system” is part of “the way of the world” and even a romantic adventure story like 1940’s The Sea Hawk gives you a Hollywoodized glimpse into its roots. Imperial struggles in the West spill over into colonization and ransacking and looting. History books one sees in high school are dishonest and in that sense uninformative or even disinformative.

The popular PBS travel series Rick Steves’ Europe unintentionally gives us a wonderful example of this notion of plunder and looting as a pillar of world history in the show on Venice. Rick Steves is talking about the various statues in Venice’s central St. Mark’s Square (Piazza San Marco), and comments “I’d call the style ‘Early Ransack.’”

This Rick Steves quip about ransacking and historical wealth-building is very informative.

India and the Russia-Ukraine War: The Paradox of Military Dependence, Traditional Loyalty and Strategic Autonomy

India, long-established as the world’s most populous democracy, has been quite instrumental over the years in assisting various countries dealing with democratic struggles. This support has included a blend of bilateral and multilateral initiatives, and especially economic development projects. Yet, India’s recent attitude toward the Russian attack on Ukraine and its concomitant behavior in the United Nations Security Council (as a non-permanent member) seems to contradict its support of democracy. By abstaining, rather than explicitly voting in favor of UN resolutions condemning Russian aggression at the beginning of the war, India angered several UN member-countries.

In order to substantiate its abstention from voting, India felt compelled to issue a so-called “Explanation of Vote” (EoV). In it, India asked for a “return to the path of diplomacy” and an immediate cessation of “violence and hostilities.” Crucially, India stated in the EoV that “the contemporary global order has been built on the UN Charter, international law, and respect for the sovereignty and territorial integrity of states…all member states need to honor these principles in finding a constructive way forward. Dialogue is the only answer to settling differences and disputes, however daunting that may appear at this moment.” 

While these statements and the call for dialogue are in accordance with India’s professed stance toward the relevance and objectives enshrined in the UN Charter, the discrepancy between rhetoric and practice is still conspicuous. At first glance, a “good” relationship with Russia seems to be more significant than the expectations of the world-community as represented in the United Nations. And, more importantly, by abstaining, India seemingly violated one of its central foreign and strategic policies: to always strive for strategic autonomy.

However, from a strategic perspective, India is precisely replicating what it did when the Soviet Union invaded Afghanistan. For India, its own national security is at stake, as well as its current and future geostrategic influence in Asia and the world. The military dependence that currently exists between India and Russia is nothing short of gigantic and has created a dangerous conundrum. Since the “Indo–Soviet Treaty of Peace, Friendship and Cooperation” was signed in 1971, defense agreements and long-term supply contracts have been in place. And while India and Russia have shared a strategic relationship since October 2000, this was upgraded in December 2020 to a “Special and Privileged Strategic Partnership.” 

Although there was a marked reduction of Russian imports in past years, official data from the Stockholm International Peace Research Institute (SIPRI) reveal that between 1996-2015, the Russian proportion of Indian military imports was almost 70 percent, and between 2016-20 it still hovered around 49 percent. In fact, 70 percent of all Indian military equipment currently in use has been directly produced in Russia, was manufactured with the majority of parts coming from Russia, or licensed by Russia. In 2020, this included the majority of Indian tanks, the only aircraft carrier (the INS Vikramaditya, a heavily modified Kiev-class aircraft carrier) with all of its combat aircraft MiG-29s, six frigates, four destroyers and the only nuclear-powered submarine. Additionally, eight out of fourteen Indian Navy submarines belong to the Russian Kilo-class. The Indian Air Force flies Sukhoi Su-30MKIs and Mil Mi-17s, which, respectively, constitute the largest share of the combat aircraft and utility helicopters, in addition to Russian tanker planes. India also just recently purchased the S-400 missile system.

Even though India has begun to reorient itself militarily toward other countries—the U.S., Israel, France and Italy—and has substituted foreign imports by slowly developing its own capabilities, a large number of new Indo-Russian projects are in the conceptual or implementation stages. In December 2021, in the frame of the so-called “2+2 Dialogue” (foreign and defense ministers), India and Russia began a new phase in their militarytechnological cooperation. Incidentally, India has used this very format for furthering cooperation in strategic, security and intelligence issues with four of its key strategic partners: Australia, the U.S., Japan and the newly added Russia. Russia and India agreed upon a further deepening of mutual military relations for ten years (until 2031). What is new is that next to the traditional purchase of Russian weapons systems, many common research projects and the development of new weapons systems—with their production taking place equally in both countries—have been agreed upon. This production includes new frigates, helicopters, submarines, cruise missiles and even Kalashnikovs

The depth of this mutual engagement, and especially India’s dependence, highlights a huge dilemma that might not only have drastic strategic consequences, but also long-lasting regional repercussions. The worldwide sanctions issued against Russia aim at the Russian economy and military. When it comes to the procurement of such crucial components as microchips or airline parts, Russia is soon expected to face shortages, essentially crippling its capacity to repair, construct, or have spare parts available (let alone construct new equipment). Unless other countries, such as China, circumvent international sanctions and step-in, the expected Russian inability to take care of its own military will have a spill-over effect. Russia is unlikely to be able to fulfill its contractual obligations toward India, and the lack of spare parts also has the potential to cripple India’s own military with regards to the Russian weapons equipment. The procurement agreements and common projects are, hence, all in jeopardy and India, now more than ever, depends on Russian goodwill. 

Next to military dependence, there are other concomitant effects in the economic and political sphere that influence Indian voting behavior. The worldwide sanctions have already led to dramatic increases in oil and gas prices, with India relying on imports of up to 80 percent. India will, therefore, have to pay much more for such crucial imports. Military imports from other countries aimed at substituting Russian equipment will also be much more expensive. All of this deals the Indian economy another blow—an economy that has been especially hit hard by the COVID-19 pandemic. And politically, Indian hegemony in South Asia has been markedly under pressure, in no small part because of the ChinaPakistan axis. In the eyes of India, this axis poses a serious threat to an already highly volatile IndoPakistan relationship. In addition, the IndoChina relationship reached a new low in May 2020 when Chinese infrastructure projects along the Himalayan borderlands led to fighting and the killing of soldiers. In addition, the Chinese claims to the South China Sea are categorically disputed by India. Chinese overtures toward Sri Lanka, the Maldives, and especially Pakistan in the frame of the Road Initiative are also regarded with growing discontent, as India claims that China is following a policy of encircling India.

In its 75th year of independence, India is following a classic realpolitik in trying not to alienate Russia while pledging rhetorical support for Ukraine. The contradictory consequence is that Russia has now offered more discounted oil, gas, and investments, while at the same time, the UK has suggested its military relationship with India could be upgraded—and has offered weapons made in the UK. For the Indian political establishment, India cannot forgo Russian support, militarily or as a producer of cheap oil and gas. Going forward, India’s military will need to protect its national security and project Indian influence and power well beyond its borders.

Education and Hegemonial Struggles

Dominance by Design, by Professor Michael Adas, is a very “intellectually useful” overview of the American thrust towards world domination by force, whether through the backdoor (covert means) or through the front door (invasion of Iraq in 2003, etc).

Michael Adas is the Abraham E. Voorhees Professor of History at Rutgers University, New Brunswick.

“Long before the United States became a major force in global affairs, Americans believed in their superiority over others due to their inventiveness, productivity, and economic and social well-being. U.S. expansionists assumed a mandate to “civilize” non-Western peoples by demanding submission to American technological prowess and design. As an integral part of America’s national identity and sense of itself in the world, this civilizing mission provided the rationale to displace the Indians from much of our continent, to build an island empire in the Pacific and Caribbean, and to promote unilateral—at times military—interventionism throughout Asia. In our age of “smart bombs” and mobile warfare, technological aptitude remains preeminent in validating America’s global mission.

Michael Adas brilliantly pursues the history of this mission through America’s foreign relations over nearly four centuries from North America to the Philippines, Vietnam, and the Persian Gulf. The whole issue of hegemonial struggles (as opposed to left-wing emphasis on “class struggles”) is very eye-opening in terms of achieving a more comprehensive understanding of the newspapers and history books themselves.

For example, Paul Kennedy’s book, “The Rise of the Anglo-German Antagonism: 1860-1914” (1980) is a very important book in giving us this layer of reality which complicates the parallel layer of globalization forces from 1870-1914.

Globalization narrowly speaking is about econo-technical changes unifying prices and other economic variables, while hegemonial struggles involve the struggle for mastery by rival countries or blocs.

This book gives an account of the rivalry between Great Britain and Germany in the period leading to the First World War. It gives readers a thorough comparison of the two societies, their political cultures, economies, party politics, courts, the role of the press and pressure groups, and so on.

Hegemonial rivalries between nations, blocs, empires are a key “motor” in world history and globalization and this rivalry are entwined at all times. Holistic education is partly the understanding of how entwining governs the world around us, in all areas.

Essay 46: Novelists As Prophetic?

There are three French novelists who say prophetic things in their writings, predictions that are based on intuition and sensibility and not on any formal forecasting at all, but far-seeing nevertheless. Consider these three:

Jules Verne (died in 1905):

Paris in the Twentieth Century (FrenchParis au XXe siècle) is a science fiction novel by Jules Verne. The book presents Paris in August 1960, 97 years in Verne’s future, where society places value only on business and technology.

Written in 1863 but first published 131 years later (1994), the novel follows a young man who struggles unsuccessfully to live in a technologically advanced, but culturally backwards world.  Often referred to as Verne’s “lost novel,” the work paints a grim, dystopian view of a technological future civilization.

Verne’s predictions for 1960:

The book’s description of the technology of 1960 was in some ways remarkably close to actual 1960s technology.

The book described in detail advances such as cars powered by internal combustion engines (“gas-cabs”) together with the necessary supporting infrastructure such as gas stations and paved asphalt roads, elevated and underground passenger train systems and high-speed trains powered by magnetism and compressed air, skyscrapers, electric lights that illuminate entire cities at night, fax machines (“picture-telegraphs”), elevators, primitive computers which can send messages to each other as part of a network somewhat resembling the Internet (described as sophisticated electrically powered mechanical calculators which can send information to each other across vast distances), the utilization of wind power, automated security systems, the electric chair, and remotely-controlled weapons systems, as well as weapons destructive enough to make war unthinkable.

The book also predicts the growth of suburbs and mass-produced higher education (the opening scene has Dufrénoy attending a mass graduation of 250,000 students), department stores, and massive hotels. A version of feminism has also arisen in society, with women moving into the workplace and a rise in illegitimate births. It also makes accurate predictions of 20th-century music, predicting the rise of electronic music, and describes a musical instrument similar to a synthesizer, and the replacement of classical music performances with a recorded music industry.  It predicts that the entertainment industry would be dominated by lewd stage plays, often involving nudity and sexually explicit scenes.

Flaubert (died in 1880):

In his posthumous novel published in 1881, Bouvard and Pécuchet, a satire on random knowledge-seeking, the two clerks of the book title, conclude that sometime in the future, America will “take over” the world or its hegemonial leadership. To see that America would supplant Europe, in those days, is quite “counterintuitive.”

Bouvard and Pécuchet details the adventures of two Parisian copy-clerks, François Denys Bartholomée Bouvard and Juste Romain Cyrille Pécuchet, of the same age and nearly identical temperament. They meet one hot summer day in 1838 by the canal Saint-Martin and form an instant, symbiotic friendship. When Bouvard inherits a sizable fortune, the two decide to move to the countryside. They find a 94-acre (380,000 m2) property near the town of Chavignolles in Normandy, between Caen and Falaise, and 100 miles (160 km) west of Rouen. Their search for intellectual stimulation leads them, over the course of years, to flounder through almost every branch of knowledge.

Balzac (died in 1850):

In his novel, The Wild Ass’s Skin (La Peau de Chagrin), Balzac describes scenes and conversations which lead one insightful interpreter of his to remark:  “On the level of world history, this incident can be read as an allegorical prefiguration of the contemporary conversion of Asia to the materialistic motivations of the technological societies of the West.”  (Balzac: An Interpretation of La Comédie Humaine, F.J.W. Hemmings, Random House, 1967, page 173)

Hemmings says:  “Europe and then American norms are generally accepted among what we call the advanced societies of the world: a civilization concerned above all to stimulate and then gratify the innumerable private desires of its citizens…In Balzac’s day, this civilization had reached its highest development in Paris.”  (Hemmings’s book, page 173)

These three novelists bring to mind Heidegger’s (died in 1976) more recent sense that science and technology from Europe would take over dominant “planetary thinking” and that would “wring out” any sense of “being” or “being-in-the world.”

These three writers gave us “allegorical prefigurations” (to use the Hemmings’s phrase above) of the present which are startling in their far-seeing sense of things and that raises the question: who might their equivalents be in our time?
